Should Wait For Credit Return?

A special service which respect for state (or national) security of Ukraine, named Security Service of Ukraine (SSU) was established in the spring of 1992. That was next year after Ukraine was established as independent state. This special service was established on a place and on a base of that part of KGB which was situated in Ukraine. (KGB was a special service of totalitar communistic regime, which allowed one and only political party. Check out encyclopedia for more.)

Perhaps most of countries interested to keep work of their special services in shadow, and it is natural. (Author of those lines a lot of time tilted with such disposition of several countries.) From the other side last (20th) century gave examples when some countries was fallen into totalitarism, when particularly functions of special services actually replaced freedoms (KGB is not an exeption). Since freedoms are given to person not to do anything person like but to do propperly, could special service of totalitar state respect for needs of people? KGB was known because of thosands of political prisoneser, and not yet counted but much times greather number of patients of psychoneurotic clinics whose disease was dislike with any practical doctrine of only allowed ideology. (May be Kirovogradska region in certain period was an exeption.) Only loude scandal connected with corruption in KGB was happened in 1984. With soviets' leader who actually resolved this scandal was happened soon "crisis of chronical disease". From the other hand secrecy gives special services some priority used to solve several problems.

After crush of the USSR (a state to which belonged territory of modern Ukraine) in Ukraine was not conducted consequent rebuilding of special service which respect for state security. Some people say that Sercurity Service of Ukraine as a service actually remained soviets'. Other people say that it was a problem for some employes to learn they work not in/for KGB but in/for SSU. About quality of their job say that fact they brought to revolution, and if count KGB they brought the Soviet Union to bankrupcy. After Ukraine made serious advance particularly in diplomacy, this state returned respect and its future promice stability. To keep its advances and to be developed in future should Ukraine conduct reform of its system of state security, or all this present and future advances would be available without any reform? As a resume why in Ukraine was created new special service which particularly respect to technical protection of information, after exibitional stand of respective department of SSU at some exibition looked strange such as their specialists are not able to fix refrigirator after. After mutual charges from Chief Procecutory of Ukraine and SSU and flow out of information could SSU and other strange cases could SSU support its credit of trust?
