Electoral system in Ukraine it may seams changes untill each new elections. Ukraine was a republic of the Soviet Union, where was only allowed political party, and its ideology was counted as only correct. (In this context republic means administrative unit.) There is known expression probably authored by soviets' dictator Josif Stalin: "It not important how does vote all those who vote, it is important how does count [votes] all those who count [votes]".

Elections to parliaments (state and republican) in Soviets Union was provided by territorial majority principle. Where member of parliament which represent cetain territory was elected by this territory with major number of votes. Each of such territories mostly had only one candidate for each position. Official results in most of cases was 99.9% of votes for each candidate. (Worked expression of Stalin.) In such system little democrartic processes was possible in each case before nominating of only candidate. After some changes in soviets' country Ukraine initiated first alternative elections. Alternative means for each position in republican parliament was nominated at least two candidates. (Electorat had alternetive.) It worked in a way that in 1989 newly elected parliament of republic wich respect to modern Ukraine accepted some strange and harly explainable status for Ukraine named state souverenity. Finally in a moment of collapse of the Soviet Union, Ukrainian parliament declared independence of Ukraine. After in same 1991 referendum supported status of Ukraine as independent state. Together with refernedum had been held presidentel elections. Presidental election was repeated twice. Each time before end of presedental term. After presidental election in Ukrtaine was held parliamentary elections in 1996 at new mixed system, where half of members of parliament with only chamber was elected by territorial majority principle, enother half of members by prportional principle. Proportional principle looks such most people when vote choos between political parties or electoral blocks. Each of those parties or blocks have assigned list of candidates. From this list members to parliament proportionally to number of votes for respective party or block.

In 1999 was held presidental elections which principle changes only little. Old principle was defined by newly accepted constitution. Very small difference which probably was destinal.

After this election was yet another voting, and it was a referendum for extention of competitions of president. Which polarized elites of Ukrainian society, and perhaps did not increase stability in Ukrainian society. This voting knew new innovation, it was posible to vote before the day of voting. This innovation was not used in next elections.

In 2004 in Ukraine was held presidental elections which changed a lot. First was found mass falsifications and manipulations. Ukraine elect president in simple way. Briefly it looks such votes for each candidate from whole country counts together and if no one candidates did not count enough percentage of votes to win, goes second round of elections where mostly two candidates who in first round took greates number of votes graple for position. Difference with system of election of president in the USA are such:

  • There is a little space for technical candidate to count off votes from candidate with simmilar postitions or platform. Because technical candidates mostly out in first round.
  • Second round of elections allow for candidates who after first round went off to build public political agreements with candidates who goes on second round.
  • There is no difference in what region or place vote for some or other candidate have been done, if this vote was not involved in falsifications. As you could remeber from Ukraine was picture with map of results by regiones. It was at the background of separatistic tunes. But after presidental elections in the USA this picture had to be looking clear. May be some of Ukrainian politition has some to be connected with politition which is still reside in the USA.
  • Ukrainian central electoral commision must not itself define for whom of candidates give preferences, without any dependence how they was assembled. They are formal state workers.

In Ukraine falsifications of elections looks like hard legacy of soviets' regime. Since institut of observers was established some functionaries of electoral commisions had a problems to fulfil principle of Stalin.

Next elections are parliametary elections conducted by only proportional principle (not mixed as before).
